Exit to the Sea
by the Atlantic

Mauricio Aira

Burlando to him to the ill-fated destiny that closed the exit to him by the Pacific, Bolivia arrives today at the Atlantic, thanks to the genius, the perseverancia, the futurist and patriotic vision of a Bolivian patricio, the cochabambino Joaquin Aguirre Lavayén.

In effect almost two decades ago Joaquin Aguirre settled on the 206 hectares that granted to him

-

Government in quality of earth of colonization and for the construction of a frank zone, on the Tamengo channel, hidrovía between the Paraguay rivers, Parana in the border with Brazil, according to we illustrated with this obtained map of the page that Port Aguirre exhibits in Internet.

I knew Don Joaquin when like great friend of Carlos Cinnamons, it did not let visit the Times and it dedicated to footpaths notes to him, brilliants, with guessed right deep suggestions and reflections to the citadino task. Aguirre had praised the campaign by the cleaning of the City, who I undertook by a network of transmitters, next to the institutions interested in offering an expensive free from Cochabamba, (at that moment that signs this chronicle to the position of Head of Department of Public Relations of the Municipality). The writer and industralist who had obtained lauros in philosophy and letters in Universities of the United States, had many ideas to take to Cochabamba forwards and he filled to us of restlessness in the Meeting of the Community, where personalities like Hugo Bilbao the Old one, René Olmedo, Javier Rodriguez Rivas, Jose of Reza, Carlos Cosío, offered their enthusiastic applause him. Assets in the civic management were designated President of the Bolivian Corporation of Promotion, that was then the conglomerate of the companies of the State.

The history of life of Joaquin Aguirre is full of profits in diplomatic, enterprise, political, literary the world, but no of its tasks has been as successful as the creation from Port Aguirre. To its activities of industrial entrepreneur in the United States, Colombia, Ecuador added the one of the Port Aguirre who in so just a short time, has become its work stars, that shines with own lights and that little is obtaining less than the miracle to export Bolivian products, what peculiar subject, after giving the return to the continent by the Strait of Magellan, they border the Chilean coast and they deposit them in the markets of Chile and Peru, we talked about soya, the sugar, other cereals, the wood. In this periplo some days are delayed.

Its task to the control of the Corporation of Promotion was not of long time, although it marked definitively his enterprise vocation when negotiating and to obtain the first resources to obtain the navigability of the channel with aid of the World Bank and other organisms that little by little would become partners of Aguirre in the business of giving to Bolivia an exit him to the sea by the Atlantic.
Port Aguirre becomes a challenge for Don Joaquin thus, that is able to jeopardize to its children in the tremendous task, for that reason it is not strange in the list of profits of this company, had been chosen 23 of March the last,
date that the Bolivians we celebrated like the Day of the Sea, in commemoration to the inmolación of the national hero Eduardo Abaroa in defense of the territory before the initiated invasion of Chile the 14 of February of 1879, to on board inaugurate the first terminal of containers and load of enormous hulls identified with the red flag, yellow and green of the Republic of Bolivia.

What began like a modest port to export grains, becomes today a complex and a commercial and industrial, neighboring zone of Brazil, with the sight put in the markets of the South, and other something more distant. Who had been able it to believe, if the exit to the sea does not occur by the Pacific, we leave to the vicinity of the world by the Atlantic and that is Joaquin Aguirre, descendant of illustrious Bolivians and plenty of that visionary passion of future, the executor of this dream, of this vision. In these Bolivia conditions it exports soya and it is located between the most important producers and drug dealers of this product in the world.

Despite the excellence of the project it had not been developed in case the World Bank in its financial branch, the Cargill the International, as multinational agro-industrial the shoulder had not put him, although is easy to be conceited how much effort, capacity of negotiation, interminable managements have been necessary to reach the goals to consolidating in 1997 the harbor terminal that is known like Free Terminal Port Company to also export hydrocarbons by the route of international waters.

About the quality and diversity of the services that Port offers Aguirre, these have increased progressive as much for the expo-import as for the had re-export account who geographically involves Brazil, Bolivia, Paraguay, Argentina and Uruguay (to observe the attached map), which makes of the commercial center and their offices, a source of use for more of a hundred of based families there, in act of sovereignty reaffirmation. To Port Aguirre the railway line is connected from Santa Cruz and in Brazil Great Field, San Pablo, Santos and Paranagua, whereas by hidrovía it is sailed by ports of the four countries named with direct access to the Atlantic. Highways and airports of Corumbá in Brazil and Suárez Port in Bolivia make the Frank Zone accessible Port Aguirre as the complex is denominated.

Deserved the extraordinary distinction well which the Government of President Mesa granted to him, of the Cóndor of the $andes, by distinguished services, which confirms the creative effort of Joaquin Aguirre and shows the eyes of the world that in spite of the unjust confinement to that Chile condemned to Bolivia with the discussed treaty of Peace and Friendship of 1904, nothing will be able to close the passage to this mighty one and sacrificed Republic to accede to the Sea, like the most universal route of freedom, brotherhood between the towns and solidarity between less powerful and the most needed to harness its natural wealth for better distrute of the Earth goods by the man South American.
